PA Senator's Military Electronic Absentee Ballot Return Bill Gets Committee Nod

The Senate state government committee Tuesday unanimously approved state Sen. Matt Smith’s (D-Mt. Lebanon) legislation that would develop a secure online system for military and overseas voters to return their absentee ballot electronically.

Currently, military and overseas voters can receive their absentee ballot online, but must print and complete the ballot by hand and return it by mail.  

"The number one goal is to make sure every serviceman and woman’s vote is counted," Smith said. "This legislation would ensure that when individuals are serving America overseas, their most fundamental rights are upheld."

Senate Bill 976 would take effect 60 days following enactment, and would require that a secure electronic system be implemented by Jan. 1, 2015, in time for the 2015 primary election.

Smith said his bill is similar to laws passed in more than 30 states. He said the measure would utilize best practices and proven methods of security.

"I am encouraged by the bipartisan support this bill has received and look forward to a vote by the full Senate," Smith added.

Smith is the minority chair of the Senate state government committee.
