Sewage Project Remains on Schedule in Bell Acres
The borough is working under a consent agreement to complete a list of measures.
on Monday approved a $30,000 short-term note to assist the municipal authority as it works to comply with a consent order agreement with the Allegheny County Health Department.
Borough Manager Charles Kulbacki said the funds were needed to help cover engineering and audit costs, and would come from the borough’s contingency fund. The contingency fund usually is used to cover unexpected expenses that arise.
Council Vice President David Renfrew, municipal authority chairman, said the money would be repaid this summer when the authority receives its bond issue.

The municipal authority is to address its four aging sewage treatment plants and has been working with the Allegheny County Health Department to comply.
Renfrew said the borough remained on schedule to complete the inspections and improvements outlined in the 24-page consent agreement. Renfrew said the authority was working to complete a 2011 audit in order to apply for the bond issuance through .

In other business, council:
- Approved the advertisement of an ordinance pertaining to weight limits on certain borough roads. An engineering study dated December 2011 determined should be placed on Beadnell Drive and Backbone, Hopkins Church, Sevin, Turkeyfoot, Willow Ridge, Westholm and Young roads. Council plans to adopt the ordinance in April.
- Approved a tax anticipation note of $100,000 at a rate of 2.49 percent. The note will be paid off once adequate borough real estate taxes are received.
- Announced that the annual "" would take place on Saturday, April 14, the first day of trout season, from 6 a.m. to noon at the . The cost is $6 for adults and $4 for kids. Children 5 and under eat free. The event includes a free fishing contest for children 15 and under who register before 9 a.m. A trophy and prizes will be awarded at 11 a.m.
