Penn State Nominates QV Superintendent for Board Seat

Joseph H. Clapper is on an unprecedented list of nearly 90 university alumni who were nominated for seats on the board of trustees. .

Quaker Valley Superintendent Joseph H. Clapper is on a list of Penn State University alumni nominated for seats on the university's board of trustees.

The names of the 86 candidates nominated for three positions on the board were determined by a drawing, a procedure established by the board, the university's official news source Live said in Wednesday's announcement.

According to news reports, the slate of candidates typically includes about a half-dozen alumni and as many as 15, making 86 an unprecedented number.

The elections this year are attracting a great deal of interest because of the the board's actions following the November arrest of Jerry Sandusky on child sex abuse charges.  The board has been criticized for the , a move by the governing body that many alumni viewed as out of touch.

Paula R. Ammerman, associate secretary, conducted the drawing, according to the university. In addition to Dr. Clapper, Ambridge resident Jefrey F. Wall, a business manager at Penns Valley Area School District, has received a nomination.

Ballots for the election will be available online to Penn State alumni on April 10. All online voting must be completed by the close of the election at 9 a.m. EDT, Thursday, May 3. 

Clapper completed his undergraduate and master’s degrees at Shippensburg University and his doctorate in curriculum and instruction at Penn State, according to the district.

He joined the Quaker Valley staff as principal of in 1993 before he was promoted to assistant superintendent in 1999 and continued to serve in that capacity for five years. 

In the spring of 2005, Clapper left  to serve as superintendent of the North Hills School District.  He returned to the district in 2007 as the district’s fourth superintendent in its 55-year history. He and his wife, Christy, reside in
