Allegheny County Council passed a 2013 budget that includes a millage rate decrease. On Tuesday, county officials approved a a $799.4 million budget, reducing the millage rate to 4.73 mills, according to the Tribune Review. The millage was reduced from 2012's rate of 5.69 mills to offset the increase property values stemming from the county's reassessment. Under the reassessment, taxing bodies can't receive more than 5 percent in property tax revenue so as not to use the reassessment as a major tax increase. Residents tax bills will remain the same -- for now.
Bell Acres Council approved a final $1.439 million budget for 2012 that does not include a tax increase. The board voted, 6-0, in favor of the budget, which keeps the millage rate at 5 mills. Councilman David Renfrew was absent. At 5 mills, a homeowner with a property assessed at $100,000 will continue to pay $500 in taxes next year. In addition, council Monday night approved a four-year public works contract that includes 3 percent raises the first two years followed by 2 percent raises in the last two years. The contract is effective Jan. 1 and expires Dec. 31, 2015. Leetsdale residents received an early Christmas present Thursday night when council approved the $2.162 million budget for 2012 without a tax increase. The borough’s millage rate will remain at 10 mills, which means an owner with a property assessed at $55,000 would normally pay $550 in taxes. But Council President Roger Nanni said the board approved a $30,000 tax abatement last month that will lower the tax bill to $250. "Most communities pay more than that for garbage," Nanni said. Borough budget directs most spending to public safety.
Leetsdale residents won't be spending more in real estate taxes next year. Borough council approved a $2.1 million budget for 2011 that holds the line on taxes, keeping the property tax rate at 10 mills. At 10 mills, the owner of a property assessed at $50,000 will continue to pay $500 in taxes. One mill of taxes generates about $90,000 for the borough. Borough Manager Paul Scimio said in addition to not raising taxes, Leetsdale officials were able to refrain from reducing services or hiking fees. Public safety makes up the largest portion of the budget, with expenses for police, fire, ambulance and code enforcement totaling $606,570.
